How to create new controls+control libraries

Hi there!

I saw this post:

How to create custom control from scratch

which is very informative but I know there is a better way to create new controls

I saw this here:

and then when i created my new controls I would like to put them in one arrange library so I also hopefully can get auto-complete for my new controls

I know there is a way to do this from this link:

So know my question is why I i cant find a way to create the control library since its not included in my eclipse and i cant create the controls like in the first picture...

I use the newest release (1.18.*)
