Although this is pretty weird (normally several Accept encodings should be in one field but comma separated), this should be resolvable easily on the TIBCO BW side.
Just change the occurence to multiple of your Accept Encoding field on your HTTP receiver as the error says it expects "Content-Type" to be next present and not another Accept Encoding field
