Update your kernel as per below note
1747109 - DBA: Include All DBSLs in SAPEXEDB.SAR
Make sure you are above PL400 for your release of kernel.
Now, make sure ports are open between these two systems, and that two bidirectional.
Then, create an entry in DBCON.
Run ADBC_TEST_CONNECTION in se38 and share results
Once all done, share results.
