According to what I know the root cause is that B1iF cannot load COM DLL of DI API.
In my case the solution was quick and simple: I uninstalled currently used DI API from MS Windows' control panel. Then I renamed/moved/deleted folder of DI API from Program Files (x86) folder. You can also remove temporary files after successful uninstall - then reboot machine.
Since it was a production environment there even were some other users logged in and I didn't reboot and still it worked.
