Have you looked in the following IMG step:
Personnel Management>Personnel Administration>Customizing Procedures>Infotypes>Infotypes
Double-click on the 'Infotype' activity and then double-click on IT0369.
Under General attributes, you will see where the time constraint value can be adjusted if that is your goal.
