Have you tried version management in this case ?
you can have version management and from their you can pick the version number as one of the charecteristic in the release strategy.
but here you need to work on some logic for using this , as you cant have same release strategy.
rel strategy 1 > Version no = 0 ------ PE -PM - GM
rel Strategy 2 > version no =1> ------GM
