I'm pretty sure they are different entities.
On the www.sybase.ae site, the "about us" link redirects to www.sybaseproducts.com, which indicates it is part of a company called "Midis Group" and has a link to www.midisgroup.com. That page has a link to lists of partners, both SAP and "Sybase an SAP company" are listed as partners on that page.
The www.sybase.ae page under "about us" also has a link for "Sybase Products Turkey"; Sybase has its own Sybase distributor page at www.sybase.com.tr
A search for "Midis" at http://partner.sybase.com/partnerportal/find comes up empty.
I don't have any deeper knowledge than this bit of web-surfing has shown, though.
