Looks issue with C++ distribution on the your system.

If this issue is on specific system please check following SAP notes:-

2132085 - Remoteware client "MSVCR100.dll is corrupt error when opening the client

2015359 - SAP BI Platform Support Tool fails to start with error "javaw.exe - System Error The program can't start because MSVCR100.dll is missing from your computer. Try reinstalling the program to fix this problem"

If the current kernel version are 720 or 721 ext then check the following sap note :-

1553465 - Prerequisites for 720/721 EXT and higher kernels on Windows
