Hi Swarna,
If you get this error message, it means that you employee doesn't has a withdrawn (or retired) status.
Make sure that the HR department has performed a Leave action (or retirement) for that employee, which determine Status 0-withdrawn (or 2-retired) for him/her and the perform the re-hiring action.
