The requirement sounds similar to functionality offered by a Manufacturing Execution System.
I believe you might be having an interface between SAP and the card swiping system.
If yes, you can you can explore the available BAPI, BAPI_PRODORDCONF_CREATE_TT.
When the operation swipes the card, for a confirmation number (Confirmation number is generated for a released operation for a production order) you can post a partial confirmation to indicate the start of operation.
When the operator swipes the card again, at the end of shift you can again post a partial confirmation or a final confirmation if the operation is complete.
How are you going to identify if the operator has finished the job or not ? That would decide if you want to post a partial or final confirmation.
