Most forecasting tools create a statistical forecast on historical usage. What else would it be based upon?
ECC has almost the exact same statistical models as APO. APO just has new enhancements and combination of forecasting models. But the underlying statistical models are the same.
BW is not a statistical tool, so not sure how you can do this in BW.
