BPC Embedded is based only on components contained in BW; nothing of the BPC Add-On (i.e. BPC Standard) is needed. As a result, the information given in note 1971100 is at least misleading since report UJS_ACTIVATE_CONTENT is part of the BPC Standard Add-On (component CPMBPC) and not contained in BW.
So in the installation guide and admin guide for BPC Embedded you can ignore the steps that are marked as BPC Standard only. Maybe you have not maintained authorizations so that the BPC Admin Client does not start.
If you find inconsistencies in the installation guide and notes open a ticket to let SAP to correct this information.
