We wound up implementing BAdi HRBENUS_B_ACA_OFFER to get code 2D in line 16 for mid-month hires, rehires, and temp. to full-time employees. We just did this yesterday and so far it is working as expected.
Basically we first look for our specific action/reason codes for onboarding, rehire, and temp-to-full-time within the date range from the selection screen. If the program finds that, then it goes to infotype 0041 to get the latest date of hire and it uses that to determine which month needs code 2D, then it writes code 2D to the appropriate month field. That is what works for us in a nutshell. Your requirements/solution may be different. I assume that is the reason SAP wants customers to do their own enhancements for 2D.
