You get this error is because sales org unit is not determined and missing.
1, run report HRBCI_ATTRIBUTES_BUFFER_UPDATE to update buffer. and test again.
2, set breakpoint at FM defined in the rule of your org determ profile and see if responsible org unit is determined. If not, you need to find out why.
