I didn't get your query properly but if you don't want settlement rule to appear during order release below SPRO setting might help you.

Plant Maintenance and Customer Service -> Maintenance and Service Processing - > Maintenance and Service Orders -> Functions and Settings for Order Types -> Settlement Rule: Define Time and Creation of Distribution Rule

In your preventive order type change the settlement rule time from mandatory for release to mandatory for completion
