BAPI_USER_CHANGE for Productive Password fails

Hi

We are trying to set the productive password in SAP system from external IDM system through BAPI_USER_CHANGE with Productive password flag set to 'X'. But it doesn't set the productive password and returns the message, "Password Changed but not set to productive".

Setting productive password through BAPI_USER_CHANGE requires S_USER_GRP auth with 'PP' activity and user should be logged on using SNC.

While debugging through SE37, we get to know that SNC part fails, eventhough we configured SNC in server and client side for that user.

Any help is appreciable.
