yes if you are creating shipment cost that means vendor is giving transportation against your goods and sending to the customer now you have to settle the settle the transportation charges to vendor in this scenario you have to create PO .
if you are not creating shipment cost then you don't require to create PO .
process is as below .
With shipment cost .
SO->DO->SHIPMENT -> INVOICE
I
V
SHIPMENT COST ->PO->MIRO
With out shipment cost .
SO->DO->SHIPMENT ->INVOICE .
